| I am searching for my brother 'Graham Stewart' born 24th March 1957 in Wrexham. Although I know where his files are kept (City of Liverpool) it appears he doesn't wish contact (I hear he's had a wonderful adoption and has no wish to open up the past) I am returning to Britain for the last time in May and dearly want to meet him. I seem to be banging my head against a brick wall on this issue. I have his birth certicate, can any one tell me if there is an adopted persons register that I am allowed access to?
